Small door

We had to go to York. I had an hour to mill around so I ended up taking a few touristy photographs of the kind I never got round to taking when we lived there.

Anyway, we were parked down a street close to the District Hospital when we noticed this bizarre house extension with its castle-style battlements. It all immediately looked wrong and when we looked a bit closer we noticed that it had an inordinately small door, of use only to a dwarf or a small child. Is this a dwarf's/child's equivalent of a granny flat? I find it hard to believe that the council of a city with so many listed buildings and conservation areas would actually grant planning permission for this peculiar structure.
